Anabela Rodrigues and Baldeu Chande – Executive Director of SRN and Reserve Warden |
In May 2000, the Board of Directors of SRN appointed Anabela Rodrigues to the position of Executive Director of SRN.
As Executive Director, Anabela has the responsibility to manage SRN, in accordance with its goals and objectives, witch entails:

To ensure and supervise the implementation of the Program for the rehabilitation and development of the Niassa Reserve in accordance with the principles and obligations established in the “Autorizaçao no. 78/98”, approved by the Council of Ministers, as well as the principles and objectives stated in the Management and Development Plan for the Niassa Reserve, through regular visits to the Reserve.

To prepare the annual plans of activities and specific projects to be developed, the annual budget and specific project’s budget, in close consultation with the Niassa Reserve’s Administrator, particularly with respect to the areas of Conservation and Law Enforcement, Community Development and Infrastructure Development.

To pursue the ongoing organization of the company itself, to hire, manage and direct the staff in the SGDRN Maputo office in accordance with annual plans of activities approved by the Board of Directors.

To supervise the implementation of the plans and execution of the budget, after their approval by the Board of Directors, to manage SRN assets and financial resources and to make sure that proper accountancy is organized (SGDRN main office and Reserve) and regular auditing activities are undertaken.

To prepare regular reports to the Board of Directors, and ensure the organization of the Board meetings in accordance with what is established in the SGDRN statutes.

To provide all the necessary assistance to the Reserve Administrator, namely the logistic assistance that is required.

To establish with the various State Institutions and Government Entities at Nacional and Provincial levels, sound working relations in order to create a favorable environment for the development of SGDRN and Niassa Reserve’s Project activities.

To establish contacts with funding organizations and others interested in collaborating with SGDRN in the development of wildlife conservation activities, preservation and sustainable use of natural resources as well as community development projects, specially in the Niassa Reserve.

To motivate private investors to implement consumptive and non-consumptive tourism activities, wildlife and forestry conservation projects, infrastructure rehabilitation and development projects or others that fit into the development and management Niassa Reserve Plan and celebrate partnership or leasing contracts with them.

To represent SRN locally and internationally, improving the image of the project as an innovative initiative in terms of a partnership established between the State, the private sector and the communities for the conservation, preservation and sustainable development of the natural resources to the benefit of all and to assist other Board members in fulfilling this objective.
Of Mozambican Nationality, Anabela Rodrigues did her bachelor’s degree in Economics at the University Eduardo Mondlane in Maputo and she has a Masters degree in Agricultural and Natural Resource Economics by the University of Maryland – USA. In the late 70’s Anabela began to work with a national women’s organization, promoting the development of projects to generate self-employment for women, in the rural areas of Northern Mozambique. She worked for a State Agricultural production company and later on for the Ministry Agricultural Training Center, where she focused on research on the smallholders production economic rationality, particularly on land and other imput’s management, credit and market strategies. She also worked in the Ministry of Agriculture – Directorate of Agricultural Economics – as policy analyst and in September 1998, was appointed as Director for the Community Development Department in the Zambezi River Valley Authority. Anabela has a vast experience on rural development and agricultural policy with an integrated approach and a smallholder’s perspective.
Baldeu Chande was appointed by the Board of Directors of SRN as the Reserve’s warden in April 2000. Baldeu is the Reserve’s administrator/warden and as such he is responsible for the implementation of the Conservation and Community development program in the field.
According to his Terms of Reference, Baldeu Chande has the responsibility:

To develop the project in accordance with the goals and objectives of the SGDRN as defined in the management plan, in particular, conservation and law enforcement, community development, tourism and infrastructure development.

To manage and direct the staff in the Niassa Reserve, its assets and cash resources.

To assist the Executive Director with the financial planning for the Reserve and keep proper books that record and reconcile all expenditure in the program area.

To establish sound working relationships with Mozambican district and provincial authorities in Niassa and Cabo Delgado provinces.

To produce regular written monthly reports on activities, progress, and problems in the project area.

To co-ordinate and supervise any other conservation projects in the Niassa Reserve and buffer zones which may be implement by other conservation agencies, or by private sector investors and to liase with NGO’s and other institutions having projects in the Reserve and in the provinces, with a view to enhancing their effect on the Niassa Reserve and its goals.

To represent the project locally and internationally to enhance the image of the Project as a successful and innovative conservation initiative.
Of Mozambican Nationality, Baldeu Chande is the right man for the job. He has worked with the Mozambican wildlife Department for 22 years in a variety of functions,
namely as the Game warden at Gorongosa National Park and Marromeu Buffalo Reserve, as Director and Instructor of the Wildlife Training School and as the head of the wildlife utilization Department at a parastatal company. He has thus gained a wide range of practical experience that goes from wildlife surveys, capture and domestication activities to crocodile farming, law enforcement and game guards training activities, as well as the organization of eco-tourism safaris. More importantly, the last six years of his employment with IUCN, before coming to the Niassa Reserve, has involved working very closely with rural communities and seeking ways to integrate them into wildlife conservation programs. Since April 2000, Chande has made a significant positive difference to the Niassa Reserve Conservation and Community development program, keeping it moving forward and developing with very little resources compared with the challenges he faces everyday.
